This dissertation analyses and compares experiences of institutional restructuring in telecommunications sector in Brazil and other selected countries (United States, European Union, and some others). It identifies, primarily, the type of institutional configuration, and the general characteristics of regulation and competition policies adopted, in each configuration. Of particular concern is to compare the Brazilian telecommunications sector strategy of liberalization (whithin the boudaries of our purposed scope) to the other selected countries ones. In doing so, it has sought to evaluate, in relative terms, the characteristics of the Brazilian institutional reform. Its main conclusions point out boldly that recent sectorial restructuring in telecommunications, from the international standpoint, is entangled in a puzzle of both, technical (related to the structural transition in the sector) and political/ideological forces, which shapes the large and heterogeneous range of institutional bearings adopted by the countries. In the Brazilian case one can note that institutional configuration created for telecommunications sector in post-privatization have had, generally, coherence regarding international experience and the Brazilian specificities. However, this configuration has not yet grasped the troubles of supervising the sector (privately managed) due to demands coming from operators, Justice Ministry and even Government, and to the shortage of federal resources to meet good performance of institutional structure (as illustrated mostly by Administrative Council for Economic Defense – CADE).
