The present work aims at to identify the interventions of Municipal Council of Birigui, municipal district without organizativa-associative tradition (or participation), in the process of elaboration of public politics and his/her efetivação in the municipal budget procedure. Is an institucionalist school aproach - original institucionalism - neo institucionalism and new institucional economic, altholgh these school have different caracteristics, there are some points os divergence, including the path dependence that allows us to infer the positive and negative too. On this theory is carried out the survey summary of the historical development of budgetary institucions in Brasil. With the promugation of 1988´s constituition there is the decentralization process that establish many important mecanism of social participation. One important mecanism was the criation of municipal concils as a channel of dialogue between the city government and organizations that changed significantly the process of formulation public policies. And to know the size of change was made a study with the municipal advices os Birigui. Among the main conclusions he stands out that Birigui with conservative and centralizing traditions tend to structure the pieces of advice in that it respects the formal institution, but at the same time there is an attempt of maintaining the political control of the decisions, inhibiting the participation of the society implicitly in the process of decisions of public politics.
