The Paraguayan government implemented politics of development by means of the agrarian expansion and for strong investments in infrastructure for the region east of the country, region this of the Department of the Alto Paraná. The city that more profited was Ciudad del Este therefore with the construction of the international highway – Ponte da Amizade (that it binds with the Asunción capital the Foz de Iguaçu) and, with the construction of the Plant Hidroelétrica Itaipu, made with that the population migrasse for such region in job search, which had as immediate consequence the income generation and consume massivo. With the ending of the investments in infrastructure, the population of the region if saw debtor to insert in the commerce of Ciudad del Este, of formal or informal form, making with that the region grew quickly, converting it into a economically important region for the Department of the Alto Paraná and for proper Paraguay. The present work analyzes the dynamics of the economy of the Department of the Alto Paraná and Ciudad del Este, considering the hypotheses of that Ciudad del Este was born as a polar region of induced development for the national government for, later, changedding itself into a polar region of natural development, thanks to the commerce
