This work was write with the aim to verify if the trade and financial openning was able to modify substantialy the external insertion of the Brazilian economy e it’s transformation industry, exporting products with higher technology and solve it’s problems with the balance of payments. To reach this aim, was studied the formation of the industry in Brazil, the main critics to this process, the trade and financial opening (launched as the solution to many problems faced for the Brazilian economy after the consolidation of the industry), the process of productive reestructuration of the Brazilian economy in 90’s and their impacts over the insertion of the transformation industry on the external market during the decade of 2000. Concluding that the capital who came to Brazil after the trade and financial liberalization were looking for profit in the internal market, not having the intention to transform the country in a platform for exportation of products of high and médiumhigh technological intensity.
