The objective of this study is to analyse the process of technological qualification of the starch industry from the cluster of cassava and derivatives from Paranavaí and region by focusing on learning, knowledge, cooperation and there existing innovations. The main hypothesis is that technological and productive learning processes cannot be explained entirely by sectoral or individual firm analysis. Instead, such processes arise from the interaction relationships established between different set of actors and institutions comprising local productive systems. As results is evidenced the inexistence of trajectories of technological learning involving a joint effort it between the starch industry and other actors of the arrangement and local institutions, as well as some fragilities in the environment of the arrangement, with prominence for the lack of relations intra-firms. In this context, it can be formulated proposals of politics for the local development in the direction of exploring the favorable conditions of learning
