Science and Technology (C&T), Research and Development (P&D) and Innovation are determinative of Technological qualification and dynamics of the new standards of the economic growth of the nations, especially after the opening and intensification of the economic and financial globalization. As the Economy is an applied social science, its dynamics constitutes the condition of the demand of a set of activities and politics, especially, politics of Technological qualification (P&D), with the objective to develop and to extend the endogenous capacity of the Science development, research, industry and, consequently, of the Economy. Thus the technological politics and of stimulating a innovation constitutes, not only the challenge of the State, but also of the proper companies (these, for its survival in the market), e, in this case that, the action strategies are each time more important and essential for the insertion of the Economy in the intense competition in the international market. On the other hand, to understand the dynamics of the Technological qualification and the innovation as well as its boardings and trends constitute basic steps to explain the proper necessity to deepen the qualification politics, of cooperation and technological diffusion. In this direction, the companies, the market and the State pass to be understood, by means of this dimensions and importance, as being component assets in the search of competitiveness centered in the development, technological qualification e, consequently, in the innovation.
